Coordinating agricultural crops research in Barbados - The onion development programme model

The Onion Development Programme (ODP) was developed in late 1986 and started its implementation phase in January 1987, with the overall goal of removing technical constraints to the production of onions in Barbados and thereby to ensure the equivalence of self sufficiency in this commodity. The programme incorporates a number of features that we think may be new to Agricultural Research Programmes in the Region. These are: 1) strategic planning techniques were utilized at all stages of conceptualizing, planning, implementating and monitoring the programme; 2) the programme received input and direction form all institutions involved in any relevant aspect of Research in Barbados; 3) a multi-disciplinary approach to problem solving was adopted in the programme. The ODP can serve as a model for the development of collaborative, multi-disciplinary, goal oriented, interagency, research programmes at a number of levels. These levels may be institutional, national or regional.
