Discusses the prevailing conditions of higher education and research institutions in Uganda. Institutions are said to be in poor conditions and where some rehabilitation of the infrastructure has been done, the flow of research and education funds is extremely slow. Unattractive terms and conditions of service considerably impair the productivity of the staff in most of these institutions. Uganda's greatest asset in the enhancement of higher education and research is available manpower
