Health policies in Africa: continuities and new elements

Since the beginning of the century health services in Africa have been characterized by their institutional nature and by the role of the authorities. The financial crisis in the health system led to a review of the health development model at the Alma Ata conference. After ten years of experimenting, decentralisation to district level appears to be the dominant tendency. This represents a continuity with the tradition in the organisation of health services that goes back to the first half of the century, without, however, the same hegemonic leadership of the state.
