The profile of respondents (ARBs) [Agrarian Reform Beneficiaries] as of November, 1993 showed: 1) That male predominated, average age was 58 years, majority reached elementary level schooling, had engaged in farming from 16-38 years and were mostly amortizing owners, 2) The effectiveness of NIA's [National Irrigation Administration] implementing techniques on the extent of participation of ARBs as effective in water management, very effective in monitoring the condition of irrigation project and in promoting the ARBs' participation in its maintenance, 3) The respondent ARBs perceived installation of irrigation system as very useful, community participation improved, economic standing and general living condition turned for the better and rate of payment for land amortization increased, and 4) NIA's implementing techniques as a whole, significantly influenced the impact of CARP [Comprehensive Agrarian Reform Program]-assisted communal irrigation
