Analysis of the impact of export restriction on cassava products for animal feed

Main objectives of this study were to analyse the impact of export restriction on cassava product price and to analyse the change in export market structure of cassava products. Data used in analysis were monthly data of price and quantity of cassava products at export and wholesale market levels in 1984-1991. In addition, export data of individual exporters during 1982-1990 were also used for an analysis of changes in export market structure of Thai cassava products. The exporter's stock accumulation, the allocated export quota both to European and non-European markets were the most important factors determining the Bangkok wholesale price of cassava pellets. In particular, the allocated export quota was found to influence significantly the stock accumulation of cassava pellets hence raising their wholesale price in Bangkok market. The analysis on export market structure also revealed that export of cassava pellets to the European market during the second period of cassava agreement had become more concentrated within the largest group of exporters compared to the first period of the agreement. To increase the effectiveness of the export restriction measures with a view to raise the domestic price and prevent export monopolistic practices, the export allocation measures should continue with increasing emphasis on Non-European market export quota. At the same time, regulations on exporters and the minimum export requirement of small exporters should be introduced and strickty enforced.
