In the recent years, in the field of the environmental management theory and practice, drafts related to the ecological impact assessment, environmental urgencies and risks analysis, cycle of life analysis have been drawn up and applied. In this paper, a theoretical presentation of the environmental management drafts and cycle of life analysis is firstly made, and further, a model of using the cycle of life analysis within a water supply system - sewerage - treatment system is described in the order to understand as well as possible these drafts use at the level of the hydrographical basins. Such an approach within investments activities in the field water or hydrographical works use on the whole hydrographical basins, would allow in the authors opinion, a systemic and unitary treatment of the following isues: water as resource and water as environmental factor, water use improvement, minimum reducing of the risks, identification of all sections with a possible input to the water resource pollution
