After a discussion of modern energy strategies of the developed countries, the role of solid waste biomass in energy production is defined, having in mind the local energy situation in Yugoslavia. The main role of biomass is seen as a substitution for imported liquid fuels in the production of heat for industry and agriculture. The large energy potential of solid waste biomass in Serbia and Yugoslavia is the main fact in favor of its wide use for energy production in spite of the specific characteristics of biomass - in stocking and transpormation, low melting ash point - which cause many problems in research and engineering. Only through the joint organized activity of research organizations, manufactures and governmental offices can be solved the problem of the wide use of solid waste biomass for energy production. The whole chain of technologies and specific equipment must be developed in order to make biomass a "fuel" from unusable waste. The RD program and the priorities of such an enterprise are cited, and the results of its realization are shown. At the end, a discussion is given of necessary, legislative and tax measures by which the government can stimulate and support the use of biomass for energy production.
