In the post-war period a number of strategies, plans, projects and programs concerning the management of country water resources, including the water system of Odra catchment were created in Poland. Those plans were absolutely unrealistic when confronted with the country's actual economic possibilities, and in relation to Odra, they were dependent on the existing state of affairs, comprising usually only the river transport functions. Our concept of the program (Inst. of Environment Engineering, Agricultural University, Wroclaw (Poland)), formulated in the early 90s, is based on the assumption of a complex solution of water management problems having regard to common and discordant interest of all main Odra users, i.e. people, agriculture, industry, navigation and environmental protection
