Analysis and comparison of commodity regimes for cereals, oil-seeds and milk in EU and Slovak Republic

The study present brief information about analysis and comparison of CAP regimes for two main commodity groups (cereals, oil-seed, milk and milk products) from the negotiation position of the Slovak Republic point of view. EU has fixed more and more administrative interference to control agricultural production in the form of quotas and reporting quantities which until recently had been determined at the state level. CAP reform from year 1992 even fortify this tendency. We compared domestic market items: direct supports, interventional purchases, prices, quotas and external market items: import and export duties, licences and others security mechanisms. We tried to indicate the adaptation of CAP principles with call attention to avoidable legal and institutional harmonisation. The actual question is the direction of our policy for commodity regimes in pre-accession period. From comparison implies that detailed knowledge about both systems are necessary and only on the base of these knowledge it will be possible to start sensible adaptation of existing regimes as well as elaborate commodity regimes which are still missing
