How the environmental policy instruments affect to develop the environmental conservative agricultural technology ? theory and practice

The effects of the environmental policy instruments are investigated through several practices and theoretical concerned with combining resources (land, water resources), purchase input (fertilizer, pesticide) and products. As this background, agriculture has come to be recognized with close connection with environment. In Japan it became popular to evaluate the passive use value of agriculture and rural region such as, biodiversity, landscape, recreation, resource conservation, food safety and healthy. These aspect was not paid attention so much. Recently these types of topics are often studied by multidimensional aspect. Furthermore in terms of evaluation of public beneficial function often studied. Such direction is expected for protecting domestic agriculture by connecting with regional resource conservation,as is usually employed in the european agricultural policy. Comparatively in case of America the negative impact of agriculture production has come to be focused with the background of consumer who take care much about healthy and safety for food demand. This paper focuses into the direction of agricultural policy which is required as the solution of environmental pollution caused by agriculture
