All the above 3 activities will be managed by self-help groups supported by revolving food stocks. Local grains should also be included in the Banks. The Community Grain Bank Society/Council will provide policy oversight and monitoring. The above system of local level food security will be inclusive in nature and will include everyone, irrespective of religion, caste, age and gender. It will have low transaction costs and will be self-perpetuating in nature. Once the Community Grain Banks are established, replenishment can come from the purchase of locally available grains, wherever possible. Priority in establishment of the Grain Banks may go to villages and areas which have become "hunger hot spots".
