The study focused on the prerequisites of developing the new etap of agrarian relations and of solving the social problems of the rural regions covers political, economical and organizational aspects. Interrupting the recession in the agricultural production is recognized to be the urgent and most significant task of the initial period of the social revival of the rural regions. The functional and structural model of agricultural production is developed which unites a number of large-scale blocks. The block which represents a peasant with his/her social, economic, legislative and other interests is believed to be a central one. The model is distinguished by taking into account not simply a peasant but a peasant with his/her private interest. Functioning of the agricultural production is suggested to be considered in the complex with solving the production and economical as well as social problems, from the point of their place in the system of agrarian, social and economic relations in the rural regions through studying and analysing the problems of a territorial rural community. The author's vision is expressed as to the problem of establishing private auxiliary farms
