Agricultural technology transfer and training: the Philippine experience

Two third of these country's population live in the rural areas and are directly or indirectly dependent on agriculture for their livelihood. At present the productivity of Philippine agriculture is very low compared with other countries. However the government acknowledges that the further economic development of the country will depend upon and is linked to the development of agriculture. The generation of technology and the transfer and adoption of the technology are critical factors in the process of agricultural and rural development. To affect the transfer of technology three components are considered essential for the Philippines they are (i) Conducting action orientated programs for research and extension, (ii) affecting agricultural research and extension linkages at all levels (iii) establishing two ways of communication channels between the farmer and the researcher through and with extension workers and subject matter specialists. To further the development of agriculture through the research programs several pieces of legislature have been recently passed to support the developmental role of agriculture in the economy. The laws relate to (i) an national integrated research agenda (iii) the decentralization of the extensions services to a local level (iii) directing and strengthening the speed of the transformation of agriculture from a resource based to a technologically base one. The aims and direction of the agricultural transformation processes are to assist all farmers and fisherfolk to identify their own problems and opportunities and make available technology and the mechanism for the transfer of that technology so that they are able make appropriate decisions to overcome their identified constrains and achieve their own goals and aspirations
