Regional identity and social capital in the management and development process of local governments

Regional identity is a phenomenon, in which people identify themselves with the social system of region. Residents have ties with region not only physically, but also emotionally. That can influence the population's demography and mobility in region. In Latvia, regions are divided into local municipalities. Social capital in every society reveals itself as a resource, which is linked to durable, more or less institutionalised and mutually recognised relations among society networks. In municipalities, there exist different kinds of relationships. Local governments are elected from local people. Many development tendencies are determined and influenced by the local elite. Activity of local people during elections of the local governments is one aspect, which shows how much they are ready to participate in municipalities' political life, also willingness to change and manage municipalities' development processes. This characterises quantitative and qualitative aspects of social capital in that area. For most people, political activity is understood only as elections. The remaining time is devoted to personal things, family, and work. There is no willingness to take responsibility about the future of the community.
