Regional planning in Latvia, its regulating legislation
2004

Latvia has always been a country of Europe, and we can get one more confirmation of that now when people of Latvia have made their choice and confirmed participation of our country in the European Union. The European Union gives our country not only possibilities and helping hand but asks us to implement the law and rules by which the European Union lives. An essential part of policy of the EU is regional development, and the main aim of it is to reduce differences of living standards in various regions of the EU. To achieve such results, we need a legislation and perfect structure of state administration. At present, Latvia has a Law of Regional Development, and it is considered to be in accordance with terms which were declared during Latvia's negotiations on EU membership. Despite of that, we cannot yet see a considerable progress in the field of regional development of Latvia. the main reason for that probably is the unitary decision-taking system, and the fact that the regions that are lagging behind, have not so many projects and push-full people, so these regions cannot develop themselves, and the government should seriously consider what to do make things better.
