Villagers as woodland managers: their own initiatives in woodland management

The importance of indegenous resource management systems in natural resource development is highlighted. This paper reports and discusses villagers' woodland management efforts in Shurugwi as an example of one system. This example is then compared with other systems in the Zvishavane and Zaka areas. Traditional management systems are then compared and contrasted with council by-laws and management forms employed during the colonial period. Individual villagers practices are finally documented and discussed. All these systems are critically evaluated for their potential incorporation in forestry development efforts.
