A review of seed phytosanitary regulation requirements for the for forest industry is provided. Aspects of the current regulations requiring amendment are highlighted Evaluatory action on imposing import restrictions should be linked to a thorough and critical scrutiny of aspects of international disease and pest behaviour. Where knowledge is available it is suggested that the regulations be specific to regions and tree species. Post-entry fumigation of seed is sugested. A representative standing committee should be set up to review regulations frequently. The period of validity of an export permit should be defined. The long-term nature of forest tree seed production requires that their phytosanitary regulations should be specific to them.
