The framework and perspective of participatory approach on the rural development project of JICA

JICA carries out mainly technical cooperation in developing countries under the ODA scheme of Japan. Rural Development Department of JICA implements 57 participatory-approach projects out of 360 on going rural development projects. This paper classifies participatory-approach projects under four categories from a point of view of framework of technical cooperation projects. These four categories are Research, Technology development, Extension, and Village initiative development. This paper takes four cane studies which have been implemented by JICA in four African countries, and analyzes according to the represented four categories. Two-third people under the poverty line live in rural areas in developing countries. Rural development is one of the most critical issues for poverty reduction. However, most governments of developing countries can not afford to deliver enough services to rural villages due to financial problems.
