At present there are three most significant confederations of countries, which influence the economy of the world. The economic development of the European Union is slower than that of the USA and other countries. The main reason is the problem of the economic development of Latvia is also the development of economy on the basis of knowledge, because the funding allocated for research and development in Latvia is one of the lowest in the EU. To facilitate the innovations, it is indispensable to enlarge it and to implement closer collaboration among research institutes, enterprises and politicians, involving all society into it as well. Moreover, it is important to generate new ideas that would unite all the society at the state level, which would fight against the doubt about the successful further development of national economy and would facilitate its restructurization in compliance with the tendencies of the new economic era.
