The results of fulfilment of the state comprehensive programme of scientific research on food security on 2006 - 2010 years are presented. Fundamental theory of food security, criteria of its estimation are in - process of investigation; features of formation of food resources are revealed. Directions of perfecting of the economic mechanism regulating stability of development of agribusiness industry, equation of operation of the food markets providing physical and economic availability of the foodstuffs to all categories of population are determined
