The issues for fisheries resource use and management of the Republic of the Marshall Islands: A case in the Arno Atoll

This paper focuses to arranges the actual condition of the exploitation of marine resources in the coastal fishery of the Marshall Islands, development of the local commercial fishing, and undertakings to illustrate the actual condition of the fisheries resource problems using Arno Atoll as an example of a fishing community area in the Marshall Islands. In the Marshall Islands, the subsistence fishery is mainly concerned with the traditional fishing method based on a local community has so far been performed. The subsistence fishery has been managed by the traditional management system based on the local community and the traditional leaders. However, community economy has developed in recent years from rapidly transitioning from subsistence fishing activities to commercial fishing activities. The governmental coastal fishery development policy is successful, and the tendency of commercialization is remarkable especially in Arno atoll, contiguous to Majuro atoll, which is one of the two domestic consumer locations. Although the result has brought economical merits to the local fishermen, on the other hand, it has also resulted in intensifying the fish catch pressure, and actualized the fisheries resource problems. The reason of the resource problems actualized is because it became impossible to correspond a traditional management system to coastal fishery commercialization to changes quickly. In order to maintain a sustainable use of the coastal fisheries resources of the Marshall Islands, it is important to systematize the management method to correspond to the present-day's fisheries resource problems.
