Information and telecommunication technologies in the regions development of Latvia. Resume of the PhD Paper for the scientific degree Dr. oec.

Inglés. The promotion work has been elaborated in the scope of doctoral studies program Regional Economics of LUA, Faculty of Economics. The raised hypothesis of the promotion work is: The development of Information and Communication Technologies (ICT), as well as the development of Information Society (IS) in Latvia regions substantially influences the development of national economy, however, for the present; their availability in a part of the state territory is insufficient. In order to prove or deny the hypothesis, the objective of the project is to research and analyze the development of ICT and IS in Latvia regions. The following tasks are defined for the achievement of the raised objective: (1) research the sources of the development of Information Society, (2) analyze and compare the factors influencing ICT and IS development in Latvia regions, (3) evaluate e-Europe index 2005 values in Latvia regions and compare them with the development outlook of the other EU member states, (4) apply statistical methods to analyze the development of ICT in Latvia in comparison with Lithuania, Estonia, and the EU, (5) substantiate the influence of ICT development on Latvia regional development, (6) research situation with modern on-line public services (e-health, e-education, e-administration and e-commerce) and their perspectives, (7) provide recommendations for ICT large-scale implementation and use in Latvia regional development and equalization of differences in the levels among different regions. In order to perform more successful evaluations, the prototype e-Europe 2005 was chosen – A study of the degree of alignment of the New Member States and the Candidate countries (INSEAD, 2005).

Letón. Promocijas darbs izstrādāts Latvijas Lauksaimniecības Universitātes Ekonomikas fakultātes Doktora studiju programmā – Reģionālā ekonomika. Promocijas darbā izvirzītā hipotēze: Informācijas un komunikāciju tehnoloģiju (IKT), kā arī informācijas sabiedrības attīstība Latvijas reģionos būtiski ietekmē tautsaimniecības attīstību, bet pagaidām šo pakalpojumu pieejamība valsts reģionos ir nepietiekama un atšķirīga. Lai pierādītu vai noraidītu hipotēzi, darba mērķis ir izanalizēt un novērtēt informācijas un komunikāciju tehnoloģiju (IKT), kā arī Informācijas sabiedrības attīstību Latvijas reģionos. Izvirzītā mērķa sasniegšanai tiek noteikti un darbā risināti šādi uzdevumi: 1) pētīt Informācijas sabiedrības attīstības pirmsākumu; 2) salīdzinoši analizēt IKT un Informācijas sabiedrības attīstības ietekmējošos faktorus Latvijas reģionos; 4) noskaidrot e-Eiropas indeksa 2005 vērtības Latvijas reģionos un salīdzināt tās ar ES citu dalībvalstu IKT attīstības ainu; 4) veikt informācijas un komunikāciju tehnoloģiju attīstības salīdzinošu analīzi Latvijā, Lietuvā, Igaunijā un ES; 5) novērtēt informācijas un telekomunikāciju tehnoloģiju attīstības ietekmi uz Latvijas reģionu attīstību. 6) izpētīt moderno tiešsaistes publisko pakalpojumu (e-veselības, e-izglītības, e-pārvaldes un e-komercijas) pieejamību Latvijā un novērtēt to perspektīvas, 7) sniegt rekomendācijas IKT plašākai ieviešanai un izmantošanai Latvijas reģionu attīstībā un to līmeņa atšķirību izlīdzināšanā. Lai veiksmīgāk varētu veikt analītiskos novērtējumus, pētījumam par prototipu tika ņemts e- Europe 2005 – A study of the degree of alignment of the New Member States and the Candidate countries (INSEAD, 2005).
