[On the ineffectiveness of exploiting wide-scale irrigation systems in up-to-date conditions: An analytical note]

Information is provided on aggravating the problems connected with land underflooding and harmful effect of the water in Ukraine where about 20 mln. inhabitants of towns and settlements of urban type, settlements of rural territories suffer because of underfloodings. The work of the All-Ukrainian Ecological League (VEL) as regards to initiating and carrying out measures on tackling the underflooding problems is disclosed. The analytical note comprises an analysis of the reasons of that low irrigation efficiency caused by the facts that the quality state of the land reserve of Ukraine is being broken, and in irrigation areas processes of soil underflooding and salinization develop, also chornozem degradation takes place. The state with the underfloodings is characterized, in particular their area totals 129.6 thousand sq. km, or 21.5% of the total area of the territory of Ukraine. The necessity of taking the underflooding into account as a negative consequence of irrigation is substantiated. The issue of breakdown of internal farm melioration systems is put sharply. Indices of lowering farm crop yields on irrigated lands witness on the low effectiveness of the irrigation in the present-day conditions. Publications of scientists in various editions as to the effectiveness of the irrigation are commented, in particular their thoughts as regards to the expediency of the development of water meliorations. An ecoeconomic substantiation of functioning of the main water management complexes is given.

Подається інформація щодо загострення проблем, пов*язаних з підтопленням земель та шкідливою дією вод в Україні, де від підтоплення страждають майже 20 млн. мешканців міст і селищ міського типу, населені пункти сільськогосподарської місцевості. Показано роботу Всеукраїнської Екологічної Ліги (ВЕЛ) щодо ініціювання та проведення заходів із вирішення проблем підтоплення. Аналітична записка містить аналіз причин низької віддачі зрошення через те, що якісний стан земельного фонду України порушується, а в районах зрошення розвиваються процеси підтоплення і засолення грунтів, відбувається деградація черноземів. Характеризується стан із підтопленням – площа їх становить 129,6 тис. кв. км, або 21,5% загальної площі території України. Обгрунтовується необхідність врахування підтоплення як негативного наслідку зрошення. Гостро поставлено питання виходу з ладу внутрішньогосподарських меліоративних систем. Про низьку ефективність зрошення в сучасних умовах свідчать показники зниження урожайності сільськогосподарських культур на зрошуваних землях. Коментуються публікації вчених у різних виданнях щодо ефективності зрошення, зокрема й думки щодо доцільності розвитку водних меліорацій. Подається еколого-економічне обгрунтування функціонування основних водогосподарських комплексів.
