[Top-priority tasks of the agrarian science in connection with WTO admission of Ukraine: A report of the Academician-Secretary of the Division of Agrarian Economy and Land Relations of UAAN, UAAN corresponding member S.M. Kvasha]

The political will and economic expediency of participation of Ukraine in the WTO are based on global challenges of world developoment, in particular those connected with its future EU joining, and they should contribute to a qualitatively new level of economic growth of the national economy and agriculture of this country. The Ukrainian agrarian science in the course of long time carries out the necessary measures as to scientific support of WTO membership of the agriculture of this country. Since the negotiation process started in 1993, when Ukraine for the first time officially applied to the GATT with the purposes to enter this organization, 59 laws, 4 orders and 11 instructions of the Cabinet of Ministers of Ukraine, 11 decrees of the President of Ukraine were adopted. According to the requirements of the admission procedure, there is a need in considering 11 draft laws directed on agreeing the conditions of imports and exports of products, goods and capiitals. Therefore there is a necessity to continue developing a complex of measures of agrarian policy for state support of agricultural production directed on redistribution of budget spendings from other subsectors to agriculture, from urban population to that rural. This will create preconditions for achieving a number of important goals: speeding up positive trends toward raising production volumes of products by large enterprises of agricultural sector compared to the industry, and, correspondingly, reducing migration of rural population to cities. Such a policy should become a kind of award for the rural people for the fact that in the complicated social conditions they are involved in risk businesses guaranteeing the food security of the state. Such a redistribution of income will allow ensuring the effective social development of rural territories, preserving its uniqueness.
