Problems for Comprehensive Development of Rural Regions and Transformation of Small Dwelling Places in Viable Structures

The goal of the paper is to identify and determine the key problems for rural development, having in mind the comprehensive and complex character of the environment and conditions impacting its elements and properties along with rendering recommendations concerning the possibilities for transformation of small backward resident places in viable structures with modern architecture and quality of life. The conclusions and assessments for current development of small rural dwelling places are made based on the detail study of problems in one of the villages in Mid Mountain Rodope (village of Lesichevo, municipality of Smolyan). In the paper are pointed out the main factors characterizing the development of that type resident places, namely: natural, geographical, material-physics and the economic resources are considered as primary factor for economic, social, ecological and cultural development and determine the industrial pattern of their economy; attractive are for different type tourism (rural, eco, historical, cultural); there is unused available building and housing capita, which might be utilized for business, social and cultural activities; the potential of unemployment and especially of the handicaps for diffusion and expansion of local activities and initiations for development is not used completely; the trend of counter-migration into rural area is observed for house setup in small villages and towns; the local inhabitants start to discern from their hick, provincial identity; immense old-fashion architecture and worsened quality of services. The enunciated recommendations are connected with the establishment of multifunctional competitive economy based on the development of project at all levels for accumulation of public funds from different sources and programs; capacity building of local governance, strategy and plan for development of each resident place, exchange of good-governing practices; inspiration of attitudes for entrepreneurship of people; development of informative and communicative system in rural regions; providing infrastructural environment for business and social activity.
