This study had been conducted to measure improvement rate of production variables, find out economics of water use efficiency of rice crop and to know how export quantity be shifted along and reflect it into water balance. Data gathered from (FAO), Egyptian Agriculture Ministry and Central Agent of Public Mobilization and Statistics (CAPMAS). Statistical analyses had performed to confirm that rice area, productivity and production has growing up along time and the mean value of 1m. used in rice crop gone to be around 0.33 (Le) and raised along time by 2(pt) yearly, considering farm gate price of production. Rice export quantity also grow yearly by approximate 10 metric ton, it means that we bear around extra 120 million m. as the mean of period is 976 million m. from year 1995 to 2004. Consider the export value, the value of m. of water exporting as rice crop come around 0.13 ($) and raise by around 0.0033($) yearly. Over all, we must put out our plane to the best performance situation by regarding resource limitation, water is the most one has the biological limitation as it alleviate the planet green coverage. So Egypt must rearrange crop rotation considering the opportunity cost of using water and form a new thought of water conservation depending on farmer activities.
