The role of active citizen in the environmental planning process

The importance for the stakeholders to participate through the environmental planning process has been widely recognized. In considerable number of studies, the stakeholders are usually divided into 3 groups, namely, the industrial groups, the environmental conservation groups, and the local residents. However, recently, a new type of stakeholder which cannot be categorized in the above 3 groups has received more and more attention. In this paper, we name the new category as 'active citizen', which will occupy an important position and play an important role in the environmental planning process. The purpose of this study is to examine the role of 'active citizen', analyzing the planning process of Sanbanze Restoration Plan.
