The role for dairy cooperative societies in risk management ability of the poor farmers: A study focusing on local communities in Gujarat, India

The purpose of this study is to evaluate the role for dairy cooperative societies (DCSs) in risk management ability of the poor for milk production with focus on local communities. Four DCSs with different member structures in Gujarat were investigated in terms of vaccination, medical treatment and livestock insurance which protect the poor both from a decrease in milk production and from further impoverishment caused by the unexpected loss of cattle. The utilization of these services was affected by the characteristics of the social organization, which facilitated organizing local community people for development of the DCS. The studied DCSs are broadly divided into two types. The first type is the DCS with a small membership consisting of similar household. The DCS of this type has been organized by the social organization, in which poor farmers get a majority. In this case, most of the poor benefited from vaccination, medical treatment and livestock insurance, and hence enhanced their risk management ability. The second type is the DCS with a large membership consisting of diverse households. The DCS of this type has been organized by the social organization, whose members possesses and can use resources. In this case most of the poor could not avail of these services. These differences depend on whether the social organization can or cannot recognize and solve the problem of the poor in milk production. The risk management ability of the poor was improved when the social organization which facilitated DCS formation had; 1) enough experiences in resource mobilization and 2) poor families as majority member.
