The study was conducted to identify the interrelationship between the attributes of the main stakeholders involves in the Village-based Rural Tourism Projects (VRTPs) and how these attributes influence the participation and the outcome of the VRTPs. The structured questionnaires were distributed to 121 tourism villages which established in 2005 or earlier. Among them, 227 questionnaires were returned from 45 villages (37.2 percent). Data were analyzed using Spearman Rank Correlation Coefficient, and Multiple Linear Regression using the Path model to determine the causual relation between and among the variables. The results showed considerable women social participation, occurrence of aging in the Korean society, and engagement of the community people in diversified occupational activities in the study areas. Decision making process in community development was led by the community people, but was not influenced by the characteristics of the community's values system, management capability, and institutional supports, and did not influence development outcomes. The extent of their collective activities was also not influenced by such attributes, only the ratio of participation by community residents was influenced. The village population size was also related to their participation. The number of participants tended to coverge between 10 and 19. The value system of community participants and the presence of institutional support from the local and central governments, together with the management capability of the community people contributed directly/indirectly to the outcomes of the VRTPs.
