The standard of the citizens safety is determined by many factors, for example the structure of managing and executive parts of the security and safety system, the level of IT and communications, the training and equipment of rescue teams, the preparation of the population on civil protection and self-defence and also the states funding of preventive precautions, reactions and systems renewal after natural and civil crisis. The funding of mentioned precautions from states budget is usually insufficient to reach the wished level of citizens safety. In the period 2007-2013 the Slovak Republic has 11.36 billion available to realize eleven operating programs. Three of them offer the possibility to use the finances to strengthen the citizens safety in preventive phase. The specific EU solidarity fund offers the members countries to finance rescue works after large natural and civilian disasters.
