Objective of this study was to assess royal rain making services participation development towards community. Studied sample were 66 representative farmers who had been recruited from each sub-district of Chonburi province in term of policy oriented and implementation. The status is so-called, Volunteer Royal Rain Maker at sub district level. They were also participated in research project workshop. Volunteer Royal Rain makers at district level and at provincial level were also recruited from sub-district level by 2 persons at each level. The findings revealed that Volunteer Royal Rain Makers at sub district level came from committee and member of Sub district Administration Organization (SAO) at the similar ratio, accounting for 50.0 percent, and 48.5 percent, respectively. Economic crops were rice, cassava, sugar cane, and pineapple, respectively. Community needed on rain enhancement utility, it was found that almost public water sources and private ponds were less sufficient in particular for farming over all year round. Last year there were serious concerns of water shortage that brought cost to farmers for pumping water before plantation over all year round. The most needed royal rain enhancement operation periods were over April, March, and May, respectively.
