An analysis of irrigation reforms and their impact on rural livelihood in Punjab, Pakistan

Effectiveness of irrigation reforms, introduced in Lower Chenab Canal (East) irrigation circle of Punjab (covering almost 1.8 million hectares of irrigated land) as a pilot project was investigated in the Department of Agricultural Economics, University of Agriculture, Faisalabad, Pakistan during the year 2007. Data were collected from the study area through comprehensive field survey for two periods i.e. pre-reform period and post-reform period (year 2002-03 to 2006-07) from it set of sampling units. Effectiveness of reform process was judged through comparison of established parameters and econometric analysis of data. The results of study largely supported the notion of irrigation reforms. It was estimated that recovery of irrigation charges has improved with an overall improvement in operation and maintenance of the system. Sustainability indicators and water delivery indicators also showed improvement in the post reform period with an inc rease of about 22 percent collection of water charges. Crop yield has also shown an increase of about 8.6 percent in post reform period. Econometric analysis using OLS procedures showing significant F-value 3.7 indicated overall fit of model and a reasonable R2 0.19 for cross-section data.
