Drought planning usually concerns providing necessary amount of water in critical area, regarding potential needs of crops, in the aim of distinguishing maximum yield. Drought management, on the other hand, concerns measures and activities that have to be undertaken before and during the drought. For the purpose of adequate drought planning and management, standardized precipitation index as an early warning index can be used and for a right-time determination of water needs, a soil water balance model can be used; in this case it s shown for example of soybean production.
