Національний пріоритет на шляху до європейської інтеграції (до 10-річчя РЖ Агропромисловий комплекс України

Inglés. The Abstract Journal (AJ) Agro-industrial Complex of Ukraine is established (State Registration Certificate No. KV 3796 as of 29.04.1999) by a special decision of the Presidium of the Ukrainian Academy of Agrarian Sciences (UAAN) in 1999 at the Central (at present – State) Scientific Agricultural Library (DNSHB). The creation of the first issues of the AJ was preceded by complicated preparative work. It is worth of noticing that abstracting yet in the Russian Academy of Sciences is tightly connected with the name of Mikhail Lomonosov which drew attention to the fact of the importance of author abstracts, aims and tasks of abstracting and assessed abstracting as a kind of scientific work, formulated the main requirements to the abstract and the abstracter and is the author of the abstracting method. In Ukraine in the times of staying thereof in the composition of the former USSR there was no abstract journal as well as establishments were absent which would carrying out abstracting of scientific literature of various profiles. Also there were no proper norm and methodic framework. Abstracting is stated to be such a special kind of scientific activities that requires high theoretical and professional skill of the abstracter, and also to be a process of analytico-synthetical processing of documents with the aim of analysing thereof and obtaining the necessary information. In such a way the entire flow of Ukrainian agricultural scientific literature, its themes and type, recent acquisitions of the DNSHB UAAN, the main library-information centre of the agro-industrial complex of Ukraine, was and remains the initial material for AJ Agro-Industrial Complex. By the present time extensive experience of abstracting is accumulated by said establishment, there is a necessity to develop and introduce a national programme of scientific abstracting with the corresponding budget financing under the general scientific-methodical coordination of the Vernadsky National Library of Ukraine. The Ministry of Education and Science of Ukraine in prospect should not only initiate but also undertake financing or implementing a target programme of scientific abstracting in Ukraine.

Спеціальним рішенням Презідії Української академії аграрних наук (УААН) у 1999 році при Центральній (нині – Державній) науковій сільськогосподарській бібліотеці (ДНСГБ) засновано реферативний журнал РЖ Агропромисловий комплекс України (свідоцтво про державну реєстрацію КВ 3796 від 29.04.1999 р.). Cтворення перших випусків РЖ передувала непроста робота. Необхідно відзначити, що реферування в Академії наук Росії нерозривно повязано з именем М.В. Ломоносова, який звернув увагу на важливість авторських рефератів, цілей і задач реферування, оцінив реферування як різновид наукової роботи, він сформулював головні вимоги до реферату і референта і є автором методики реферування. В Україні за часів пребування у складі колишнього СРСР не було жодного РЖ, відсутні були й організації, які б займалися реферуванням наукової літератури різних напрямів, не було й відповідної нормативно-методичної бази. Реферування - це особливий вид наукової діяльності, який вимагає високої теоретичної і професійної підготовки автора реферату, а також процес аналітико-синтетичної переробки документів з метою їхнього аналізу й отримання необхідних відомостей. В такий спосіб, вихідним матеріалом для РЖ Агропромисловий комплекс був і є весь потік української аграрної наукової літератури, її тематика та видовий склад, що надходить до фонду ДНСГБ УААН, головного бібліотечно-інформаційного центру АПК. На цей час нею накопичено великий досвід реферування, є необхідність розробити і запровадити загально-державну програму наукового реферування з відповідним біюджетним фінансуванням під агальною науково-методичною координацією Націнальноїбібліотеки ім. В.І. Вернадського. Саме Міністерство освіти і науки України в перспективі має не тільки ініціювати, але й взяти на себе фінансування або здійснення цільової програми наукового реферування в Україні.
