The complex analysis of degradation reasons of flax (Linum usitatissimum) production branch in the Republic of Belarus is given. The methods of innovative development of flax branch, as well as the recommendations on negotiation of its running at a loss with high subsidized amount were proposed. There were presented concept statements for the increasing of efficiency at all stages of manufacturing chain of flax production starting from raw materials and till their processing and competitive ability of ready products
