Al considerarse y definirse por el Ministerio de la Agricultura de Cuba, que la UNEPOR (Unión de Empresas Porcinas) era la rectora de la producción de cerdos del país, se concibió la idea de crear una infraestructura para asumir la responsabilidad indicada. La concepción tuvo como antecedentes el estudio y recomendaciones de una comisión de asesores del Ministro de la Agricultura que abordó la problemática de la producción creada a partir del Período Especial. Se requirió el análisis de las posibilidades organizativas de las entidades empresariales para efectivamente jugar el papel que les correspondería. En 1997, la Dirección del GRUPOR (Grupo de Producción Porcina) decidió que los Servicios Técnicos Territoriales Porcinos (STTP), con las funciones y contenido que se definieron en su constitución pasaran a formar parte del objeto institución a la más amplia base productiva, convirtiéndose los STTP en esos momentos en una tecnología para la transferencia tecnológica.

In 1997, the Address of the one GRUPOR (Group of Swinish Production) he/she decided that the Swinish Territorial Technical Services (STTP), with the functions and content that were defined in their constitution they passed to be part from the object institution to the widest productive base, becoming the STTP those moments in a technology for the technological transfer.
