.The results showed that high proportion of obtaining the social security for non-poor, as evidenced by the high proportion of obtaining subsidies to non-poor from the poor, also revealed that high proportion of owing ration cards to non-the poor of the poor, as evidenced by the high proportion of beneficiaries of subsidized bread to the poor is poor, high proportion of beneficiaries of support education for the non-poor from the poor, high proportion of the beneficiaries of the support gas the non-poor from the poor, and the proportion of beneficiaries of health insurance for non-poor and indicate that dropout rate shows the high rate of ration card about 80.65%, followed by health insurance by 60.48%, then bread subsidies by 52.43%, then the gas support 41.94 %, followed by education support 24.19%, then the social security by 13.71%, and finally subsidies by 9.68% of the total number of non-poor involves the dropout rate. The classification of non-poor to poor and they know the second type of error which shows the proportion of non-the poor beneficiaries of the support system of non-poor. As it turns out the high rate of poor coverage of subsidies by an estimated about 97.36%, followed by support for education by 94.73%, then the security social rate of 86.84%, then the support of gas by 63.16%, followed by bread subsidies and health insurance by 52.63% for both of them a last resort and the ration card by 21.5% of the total number of poor people, where involves the rate of poor coverage on the classification of the poor that they are not poor, and known error of the first type. It shows the proportion of poor non-beneficiaries of the system support of the total number of poor was also found that the most important reasons for failure to obtain a ration card is that the lord family is on the card the parents and the complexity and difficulty of measures are by an estimated 4.73% and 42.41%, respectively, and in terms of quality of goods supported unanimously most of the sample views of the oil and sugar have the first rank by 14.62%, while the tea sort occupies the latter by 11.86%, the most important reasons of not benefit from supporting is relying on baking in the house, crowding strong on the line to live by 48.19%, 22.78% respectively, about the quantity 40.96% said that is not enough, and the quality of the bread 54.22% of respondents said its average, and 56.63% said the price is suitable for them and for alternatives to bread supported 45.68% of the sample views not to leave it the most important support issues gas is to exploit the distributors and not available by 33,33%, 28.79% respectively. The most important problems facing the families to get on one of the health insurance services are ineffectiveness of medicine and doctors health insurance non-specialists by 31.48%, 30.86%.
