Информационные технологии как инструмент формирования эффективной оптовой товаропроводящей сети (на примере отрасли цветоводства республики Беларусь)

In the conditions of the Republic of Belarus there were analyzed the following perspective directions of floriculture (flowers and ornamental plants) market development: introduction of advanced information technologies; and creation of a public auction in an electronic form. Factors constraining the introduction of the offered measures were revealed. In course of the study there was presented a general scheme of functioning of a virtual wholesale market of floriculture products. There was presented an algorithm of realization of a public auction in the electronic form for selling of floriculture products. The main peculiar features of a public auction were stated: simplicity and accessibility for participation; remote functioning in a system via the Internet; right price value (the only criterion for choosing the winner); repeated submission of price quotations; anonymous submission of price quotations; consolidation of legal obligations on the basis of an electronic digital signature. There were analyzed the following problems which could suppress the introduction of proposed in the study actions: technical; economic; legislative; psychological.
