The objective of this research is to determine the suitable mulch that can keep moisture effectively and efficiently and the amount of phosphate fertilizer to support growth and productivity of the plant. The research is done at three locations; Desa Sukajadi, Ogan and Desa Lorok, Palembang South Sumatera from February to July 1992. Research methodology is Randomized Complete Block Design with 15 combinations of treatments replicate three times for each location. The treatments of mulch were M0 (no mulch), M1 (straw of rice), M2 (cogon grass) and the amount of phosphate were P0 (0 kg P205/ha), P1 (75 kg P205/ha), P2 (150 kg P205/ha), P3 (225 kg P205/ha) and P4 (300 kg P205/ha). Results of this research showed that type of mulch and the amount of phosphate affected very significantly seed germination, plant height, number of branches, number of fertile nodes, number of pods, number of seeds/plant, weight of seeds/plant, weight of seeds/ha and weight of 100 seeds. Rice straw mulch (Ml) and application of 225 kg P205/ha phosphate fertilizer gave the best effect on the growth and productivity of soybean, the average was 35,32 quintal/ha.
