The situation of rural communities in northeastern China.

The solution to the poverty problems of rural communities, except the developed coastal lands in China is to industrialize agricultural villages. Although Hei Long Jiang Province in Northeastern China has been using the strategy of converting lands to rice fields; improvements on poverty problem, even in this region has not been successful. In order to evaluate the relationship between labor efflux, accumulation of farmland and the individual farmer's level of management, investigation on the actual condition of some farm villages in Mu Lan Country was done. Based on the comparative analysis done between two villages which differed in the degree of labor efflux, the village with the higher rate of efflux had a higher concentration of elderly; but was evident that the village with the lower rate of efflux exhibited that actual conditions of overpopulation. To alleviate this problem, it is necessary to provide support, such as land improvement, dissemination of techniques and increase the farmer's income.
