The presented paper gives an overview of the research on development of small-scale cogeneration utilities in Latvia's district heating systems carried out by the Institute of Physical Energetics (IPE). The factors influencing and supporting development of small scale cogeneration are analysed by applying computer-based planning tools - optimization and simulation models. Considering the necessity to replace a large number of out-dated heating systems in near future, the analysis shows economical and environmental advantages of small-scale cogeneration development, especially if the existing material base and local fuels are available.
