Drainage for the sustainability of irrigated agriculture in Pakistan has economic repercussions of such a magnitude that it can be regarded as a sector requiring focused attention. Concerns have been expressed that drainage programs could have significant adverse impacts on the environmental resources. A sector study has, therefore, been realized on the environmental aspects of drainage programs associated mainly with the irrigated agriculture and the development of a conceptual framework for a possible National Drainage Program Project (NDP). The main objectives of the study were to: 1) provide macro level assessment of the environmental effects of envisaged and on-going surface and sub-surface drainage programs; 2) develop environmental and other criteria, processes and arrangements to facilitate the preparation of a conceptual framework for the NDP; and 3) promote economic and sustainable development with appropriate environmental safeguards. Volume I of this report deals with the drainage sector environmental assessment. Volume II is devoted to the conceptual framework for the NDP. Volume III contains reports from individual specialists relating to forestry, fisheries, wetland and wildlife, assimilative capacity of drains and institutional framework. Finally, volume IV summarizes the data collected during the study which has been considered useful for future reference.
