Environmental impact assessment report (vol 1)
Ministry of Agriculture and Water Resources | Environmental Resources Management Ltd./EC TACIS
While the project will improve the drainage conditions, and reduce water-logging and soil salinization in project selected areas for irrigation, and wetlands improvement, significant issues facing environmental adversity include damage to archaeological sites, riparian isues along the Akcha Darya river channel, and potential deforestation at Badai Tugai. Measures to mitigate environmental adversity are as follows. Control of groundwater levels, and reduction of soil salinity will be implemented by government authorities, and, consultants shall explore an evaluation during the design stages, for an alternative route passing west of Chukurchak, due to the high seepage rates which prod salinity along the collector. Along the Akcha Darya southern delta, drainage systems will have to be cleaned, deepened or widened as needed, but allowing a minimum of 100 meters from existing archaeological sites, while blasting should not be allowed within a proximity of 250 meters. During Phase I, in an effort to enhance the eastern part of the Ayazkala lake, its western part will be closed during implementation, whereby plowing the relatively saline surface, will permit re-vegetation of its surface. During Phase II, and provided the new wetlands form a healthy environment for the lake, the eastern part shall be closed only if needed, and in consultation with stakeholders, and the Bank. Nonetheless, the loss of the western part (and possibly the eastern part) will be more than compensated by the creation of wetlands, to provide continuous flows of fresh water, and maintain low salinity levels. Construction of an irrigation pumping station on the Kok Darya channel should facilitate germination of tree seeds, and supply of adequate irrigation water, significantly enhancing forestry development.
