Bangladesh - Emergency 2007 Flood Restoration and Recovery Assistance Program (FRRAP)

This project paper on the Emergency 2007 Flood Restoration and Recovery Assistance Program (FRRAP) of Bangladesh seeks the restructuring of seven projects to three of the projects [Social Investment Social Investment Program Project (Cr. 3740), Municipal Services Project (Cr. 3177) and Rural Transport Improvement Project (Cr. 3791)]. The additional financing will be used to support the Emergency 2007 Flood Restoration and Recovery Assistance Program (2007 FRRAP) in Bangladesh. The restructuring of above-referenced projects, including the additional financing, will form part of the larger IDA support package for 2007 FRRAP, which also includes funding embedded in the ongoing projects mentioned above and two other credits (Health, Nutrition and Population Sector Program, Cr.4052, and Primary Education Program 11, Cr 3857. The credit closing dates of three Credits (Cr. 3177, Cr. 3791 and Cr. 3740) will be extended to June 30, 2011. The Emergency 2007 FRRAP consists of two components: (A) infrastructure rehabilitation covering (i) rehabilitation of secondary, regional, and rural roads, (ii) reconstruction of bridges and culverts (iii) rehabilitation of urban roads, bridges and culverts, and drainage facilities in municipalities, (iv) rehabilitation of health facilities, (v) rehabilitation of flood embankments, flood control and drainage, and irrigation schemes, (vi) rehabilitation of water supply and sanitation facilities, and (B) livelihood restoration through low interest loans and community projects. The flood restoration works will support sectors where the Bank is currently financing regular investments. Concerned Government of Bangladesh (GOB) line ministries and departments will be accountable for their respective infrastructure rehabilitation within the framework of ongoing projects. This ensures overall rapid and effective implementation without major amendments to each project design.
