The phytosanitary importance of seed potato quality testing in ground control for phytosanitary risks decrease in potato (Solanum tuberosum) production is substantiated in the conditions of the Republic of Belarus. The necessity of doing ground control as an unseparable proportion of certification system in potato seed production is shown. Testing of seed potato ground control system should be considered as a tool for rapid assessment of seed tuber quality and varietal qualities plamtings because of their expertise in the phytosanitary procedures were carried out keeping forward. It should be ealized before the large-scale inspection by the State Inspectorate of seed tubers in spring testing to verify compliance with commercial quality of the commercial lots of seed potatoes to the regulatory requirements. Also it should be realized before the state acceptance testing of seed plantings in the growing season.
