Innovative-information support of the development of agricultural production | Инновационно-информационное обеспечение развития сельхозпроизводства

The transition of domestic agriculture to the market relations expanded the flow of imports of technologies and technical means, which diverted the attention of management at the Federal, regional and municipal levels of government to the need for innovative, high-quality changes in the agricultural production and especially in the sphere of technical supply and maintenance of agricultural producers. The aim of the research is to justify the need for a development strategy of the branch development, focused on increase of competitiveness of the country in the market of high technologies and technical means, patents and licenses in the basic sector of agriculture. Formation of the innovation policy should be based on new organizational structures - agrotehnopolis and technology parks. They should implement the strategy of continuity of the process «science – education – production», creation of modern infrastructure for researches of innovative activities, ensuring the economic breakthrough in the agriculture. What we need today is the Concept of «Improvement of management of economy of agricultural production on the innovative information-based». It is necessary to conduct a continuous analysis of technical and economic data execution of assigned tasks in agricultural production in a particular region, the conjuncture of markets, availability of necessary resources, the improved management of production processes. Implementation of the proposals based on the analysis is expedient to entrust the production center of the regional agrotehnopolis. The result should be developed in the framework model innovation project management of the economy in the farms of the region under scientific and information support of agrotehnopolis and the research and development institutes of Russian Academy of Agricultural Sciences. The restructuring of the whole system of agro-industrial complex on the basis of the formation of a regional agrotehnopolis will enable the integration of the scientific-technical and production potential, which will accelerate the process of creation and transfer of the innovation projects into agricultural production.

Переход отечественного сельского хозяйства к рыночным отношениям расширил поток импортных технологий и технических средств, что отвлекло внимание менеджмента на федеральном, региональном и муниципальном уровнях управления от необходимости качественных инновационных сдвигов в с.-х. производстве и в сфере его технического обеспечения. Цель исследования - обоснование необходимости разработки стратегии развития отрасли, ориентированной на повышение конкуренции страны на рынке наукоёмких технологий и технических средств, патентов и лицензий в сельском хозяйстве. Формирование инновационной политики должно базироваться на разработке новых организационных структур – агротехнополисов и технопарков. В них будет реализована стратегия непрерывности процесса «наука – образование – производство», создана инфраструктура для научного поиска и инновационной деятельности, обеспечивающей экономический прорыв в сельском хозяйстве. Назрела необходимость разработки Концепции «Совершенствование управления экономикой с.-х. производства на инновационно-информационной основе». Необходимо организовать непрерывный анализ технико-экономических данных выполнения установленных заданий по производству с.-х. продукции в конкретном регионе, конъюнктуре рынков, наличию необходимых ресурсов, оптимальному регулированию производственных процессов. Реализацию выдвинутых по результатам анализа предложений целесообразно поручить производственному центру регионального агротехнополиса. Должен быть разработан рамочный типовой инновационный проект управления экономикой в хозяйствах региона при научной и информационной поддержке агротехнополиса и научно-исследовательских институтов Россельхозакадемии. Структурная перестройка всей системы управления АПК на базе формирования региональных агротехнополисов позволит интегрировать научно-технический и производственный потенциал, что ускорит процесс создания и трансферта инновационных проектов в с.-х. производство.
