The main problem in this study is various of the level technology which used in flour mills in Egypt, as well as a defect in the way you use the resources available for the manufacture of milling on the various governorates in Egypt, which leads to a large disparity in the average cost of production of one ton flour between different mills. The study included four sections ,the first section included two chapters review of reference for studies and research related to the previous field of study, and the theoretical framework. The second section was concerned with the development of the capacity of mills in Egypt, while the third section interested in definition of milling industry and the most important problems of the industry and study the evolution of mills capacity through the population growth rate and The fourth section deals with the economics of wheat milling industry to obtain the optimum size of production through study the cost function for the industry, A review of statistical estimates for the functions of total costs it is clear that the optimum capacity in mills represented by the third category of mills sample, and found also that when we increase the production capacity this leads to increase the economic efficiency in the mills.
