The hypothesis of the thesis is as follows: by identifying, assessing, and controlling the risks that affect renewable energy production on farms, the economic performance results can be forecasted more precisely. The overall aim of the thesis is to identify and assess the risks in biogas production on farms in Latvia as well as to develop a dynamic biogas production model with integrated risk factors. To achieve the aim of the thesis, the following research tasks are set: (1) to analyse the theoretical aspects of risks and the methods and process of risk assessment and management; (2) to examine the legal, institutional, and regulatory frameworks in renewable energy production in the EU, including Latvia; (3) to analyse the theoretical aspects of renewable sources, including biogas, and the production trends in the EU, including Latvia; (4) to identify risks that affect biogas production on farms and to assess their level of significance and their management alternatives; (5) to develop and approbate an optimisation model and a dynamic model with integrated risk assessment for biogas production on farms. The research conducted within the doctoral thesis makes the following scientific and economic contributions – it supplements the research basis in management and agricultural economics in Latvia, summarising the scientific findings on risk management at the farm level. For the first time in Latvia, an assessment of the risks in biogas production, the findings of which may be used in further research in this sector, was performed.

Letón. Promocijas darbam ir izvirzīta hipotēze: apzinot, novērtējot un kontrolējot riskus, kas ietekmē atjaunojamās enerģijas ražošanu lauku saimniecībās, iespējams precīzāk prognozēt saimnieciskās darbības rezultātus. Promocijas darba mērķis ir identificēt un novērtēt riskus biogāzes ražošanā lauku saimniecībās Latvijā, kā arī izveidot biogāzes ražošanas dinamisko modeli ar integrētiem risku faktoriem. Promocijas darba mērķa sasniegšanai izvirzīti šādi darba uzdevumi: 1) analizēt risku teorētiskos aspektus, risku novērtēšanas un vadības metodes un procesu; 2) veikt reglamentējošās tiesiskās, institucionālās un normatīvās bāzes izvērtējumu atjaunojamās enerģijas ražošanai ES un tai skaitā Latvijā; 3) analizēt atjaunojamo energoresursu, t.sk. biogāzes teorētiskos aspektus un ražošanas tendences ES un tai skaitā Latvijā; 4) noteikt riskus, kas ietekmē biogāzes ražošanu lauku saimniecībās, un novērtēt to būtiskuma līmeni un vadības alternatīvas; 5) izveidot un aprobēt optimizācijas modeli un dinamisko modeli biogāzes ražošanai lauku saimniecībā ar integrētiem risku novērtējuma rezultātiem. Promocijas darba ietvaros veiktais pētījums dod zinātnisku un tautsaimniecisku nozīmīgumu – tas papildina risku vadības un agrārās ekonomikas pētījumu bāzi Latvijā, apkopojot zinātniskās atziņas par risku vadības iespējām saimniecību līmenī. Pirmo reizi Latvijā veikts biogāzes ražošanas risku novērtējums, kura rezultāti izmantojami tālākajos pētījumos šajā sektorā.
