The present study was performed to compile so-called "Strategic Plan for Cotton Pests". For this purpose, more than 300 references were studied to extract the issues and challenges concerned with cotton pest management in Iran. The problematic issues were then summed up and discussed to find out short-term and long-term solutions. The lack of long-term population data and relying on short-term strategies of pest management, in particular, chemical control has given rise to a disruption of the natural balance of agricultural ecosystems, resulting in pest outbreaks. However, there are other issues that need more attention (e.g., the absence of a proper budget for basic researches, or inefficient extension section). At the moment, there is a huge gap between scientists (as the producer of knowledge) and farmers (as the consumer of knowledge). As a result, long-term studies on population dynamics of key pests are required to identify the underlying mechanisms of population changes. In addition, ecological strategies must be the cornerstone of all pest management programs.
