The Development of Public Consciousness Index for Veterans : using Delphi Method

The purpose of this study was to develop for Index to measure level of Public Consciousness for Veterans. Based on the literature, a definition of the Veterans was derived and a prototype of three sub-elements, nine indicators were derived. With the Delphi method, the validity of the draft was confirmed by two rounds. Data from each rounds of Delphi surveys were analyzed for means, standard deviations, degree of coincidence and convergence in opinion, agreement rate, and degree of consensus by SPSS 18.0 version. Whether Delphi survey would continue or not an additional round, was determined by agreement rate(80% or more), CVR(£¾0.56 in case of 12 experts), and degree of consensus(standard deviations£¼0.80). As the results of two rounds of Delphi surveys, Public Consciousness Index for Veterans is consisted of three sub elements(Understanding Index for Veterans, attitude Index for Veterans, sympathy Index about policy for Veterans), nine indicators. Public Consciousness Index for Veterans is such as a goal index and it is derived respectively from veterans on mandatory service and veterans as a career for medium-and-long-term service. It is converted to 100 point scale, and it scores between 0 to 100.
